The ICRC Regional Delegation for East Asia based in Beijing seeks to fill the following position: Staff Health Officer

PURPOSE

Staff Health Officer 2 is the focal point for all matters relating to the health of ICRC staff in the Regional Delegation. In line with the objectives of ICRC’s institutional Strategy 2020 – 2025 and Staff HealthStrategy, in collaboration with medical personnel on the spot, she/he promotes and maintains the physical and mental health of ICRC staff; implements the staff health strategy in mainly seven identified domains: 1, Staff Health Policy; 2, Prevention; 3, Health care and medical emergencies; 4, Stress management and crisis situations; 5, Health Insurances; 6, Management of medical information; 7, Monitoring, assessment and feedback.

SCOPE AND IMPACT

Area of Responsibility (AoR): Regional Beijing Delegation: covering China, South Korea and North Korea (when needed). The SHO will provide access to health care to less than 100 staff.


RELATIONSHIPS

Internally, interacts within the delegation, and with Regional Staff Health Coordinator based in Bangkok (blue line) and People and Culture_Centerof Expertise_Health (PAC_CoE_SAN) at HQ.

Externally, maintain working relations with clinics and hospitals regarding staff health in all AoR.

ACCOUNTABILITIES AND RESPONSIBILITIES (as per role description)

Carries out context-specific health briefing for all new ICRC staff (residents and mobiles) and debriefing for departing staff.


Carry our health risk assessment and establish health priorities for promotion and prevention activities.


Assess and supervises living conditions in the delegation and sites in coordination with Admin/ premises (air pollution, etc); promote general hygiene standards (e.g. housing, use of mosquito nets, water filters, hygiene standards of cleaners, nutritional advice) following general guidelines.


Ensure that vaccinations of ICRC staff are complete as determined in the staff health policy and depending on the local available vaccines. Identifies vaccination centres.

Supervises the medical kits (first aid, field trip, etc).

Manages the Post Exposure Prophylaxis (PEP) and post-rape kits (procurement, placement in main sites, use, correct disposal, reports use);same than small pharmacy in case is required.

Facilitate First-aid training for staff on regular basis in collaboration with National Society.

Evaluate the medical structures available and quality of services provided; identifies and monitor services for the referral and treatment of ICRC staff. Identifies referent medical staff and health care facilities for individual health care for all staff.

Integrates the Medical Contingency Plan in the overall contingency plan of the regional delegation and each site.

Keeps strict medical confidentiality: all individual health information of ICRC staff is strictly confidential. Upon agreement of the concerned person, it may be shared among medical staff bound by the same medical confidentiality.

Provides advice and support to ICRC staff with health problems.

Provides advice on the medical needs of ICRC staff during transportation and coordinate medical evacuation from the field to the capital. Liaises with Staff Health Center of Expertise at HQ and coordinates at the local level in case of the repatriation of personnel out of the country. Applies standard ICRC guidelines as established by PAC_COE_SAN in case of medical evacuation, illness, accident, accidental exposure, and rape.

Compiles guidelines and procedures to be followed during the medical evacuation of personnel from the field or out of the country.

Implements and supervises staff health policies at all sites under responsibilities.

Implement and follow up on ICRC stress policy.

Manage certified sickness leaves of staff in collaboration with HR. Collect accurate and reliable data on illnesses, accidents, and absenteeism related to sickness, with a view to providing statistics on illnesses and the medical risks taken by all ICRC staff in the regional Delegation.


Reviews medical invoices for anonymization and approval of medical expenses not included in the local insurance coverage, negotiation with insurance or broker on insurance coverage and pricing, including that for travel, health, accident, and hospital visit.

Update the list of beneficiaries on a periodical basis for the hospitals and insurance in coordination with HR and Welcome team.

Report to delegation management and provides feedback and recommendation on issues related to the staff’s health.

Ensures support in the implementation of the institutional stress policy.

Carries out first psychological support and proper referrals to Mental health and follows up if further intervention is required in close coordination with the Mental Health and Psychosocial (MHPSS) regional coordinator.

Mental health and psycho-support for staff, by working in close coordination with the regional MHPSS Regional coordinator in the implementation of the staff health strategy.

Keep the Staff health reporting system properly updated (SHAD, LEVISH, customers satisfaction, etc).


REQUIREMENTS

Medical doctor or registered nurse in China. License for practicing
internationally is a plus.

Minimum 3 years of clinical experience.

Fluency in English, with good spoken and written English.

Good spoken and written Korean language is an asset.

Knowledge of the public health system of China.

Experience in occupational health, medical evacuation, tropical health,
or public health system of other East Asian countries is an asset.

Passionate to work in a caring role.

Proficiency with MS Office and internet tools.

Good rigor, method, and analytical skills.

Good communication and negotiating skills.

Willing to travel as per needs (domestic as well as international)
within the area of responsibility.

Keeps strict medical confidentiality.

Respect for medical professional regulations.
